OverviewThe Program Director - Expanded Learning Programs is
responsible for the overall operational management of an assigned
regional area of San Diego County within the expanded learning
programs (ELP). This position ensures program contracts and all
site locations meet grant requirements and offer high quality
programs and services to multiple school districts and charter
organization partners. This position is responsible for staff
supervision, fiscal management, program planning, quality
improvement, and providing staff with the tools and resources to
improve student, family, and school well-being. The Program
Director - Expanded Learning Programs will provide oversight and
management of district contracts with more than $3 million in

- Full Time
- Program hours are 6am to 8am and 2pm to 6pm M-F. You will work
an 8 hour shift within this time frame and it may vary from day to
day based on program needs.WORK DESIGNATION:
- In-PersonResponsibilities
- Manage regional operational teams and all day-to-day operations
to ensure delivery of high-quality programs and services, safe and
supportive environments, and sustainable programs and
partnerships
- Ensure California Department of Education (COE) and district
requirements are consistently met for the After School Education &
Safety (ASES) Program, 21st Century Community Learning Centers
(21st CCLC) Program and the Expanded Learning Opportunities Program
(ELO-P)
- Manage district and program budgets and ensure overall fiscal
success by creating budgets, tracking operational and direct
administrative expenses, and maximizing all annual revenue for
expense reimbursement contracts
- Ensure all programs meet minimum program attendance and
enrollment requirements by creating and managing student
recruitment plans and by ensuring compliance for student
attendance, and early release/late arrival policies
- Grow and diversify new enrichment programs through the Expanded
Learning Opportunities Program (ELO-P)
- Implement the standardization of branch-wide program practices,
training, and standard operating procedures across all programs to
ensure program fidelity
- Develop, support, and mentor all direct reports to problem
solve, innovate, and effectively lead, manage, and evaluate high
performance teams; Set clear ELP program and performance goals for
staff that are evidence based and hold all levels of staff
accountable to deliver program outcomes
- Develop staff to provide and promote program and work
environments that are equitable, diverse, and inclusive to staff,
students, and families
- Initiate and maintain strong, collaborative relationships with
all district and charter administrators, community-based
organizations, educational agencies, YMCA branches, and all other
sub-contracted partners; Maintain collaborative and effective
communication with all Community Support Services (CSS) teams,
Association Services and Leadership (ASL) teams, and various branch
teams to meet all organizational and branch strategies, goals, and
initiatives
- Resolve all regional program concerns from district partners,
school administrators, students, and parent/guardian(s) with a high
level of customer service, urgency, and positive outcomesTRAVEL
REQUIREMENTS:
- This position requires regular travel throughout San Diego
County. Reliable transportation is required.
- Occasional in-state and out-of-state travel.SUPERVISORY
RESPONSIBILITIES:
- This position includes supervisory responsibilities. Position
supervises:
- Quality Program Coordinators
- Enrichment Coordinators
- Administrative and all site-based direct service
staffQualifications
- Bachelor's degree in Education, Child Development, Human
Services, or related field or equivalent work experience
required
- A minimum of 6 years professional experience in expanded
learning programs, K-12 education, child & youth development, or
comparable setting
- A minimum of 3 years of multi-program management experience
leading and supervising staff and programs with outcomes-based
performance
- Administrative experience with California Department of
Education's Expanded Learning Programs preferred
- Direct service experience in After School Education and Safety
(ASES) Programs and Expanded Learning Opportunities (ELO-P)
preferred
- Demonstrated experience implementing continuous quality
improvement plans for expanded learning programs or child and youth
development programs
- Demonstrated experience growing program sites and revenue
- Demonstrated experience implementing new K-12 or child and
youth programs including budget proposals, program narratives, and
staffing structures
- Bilingual English and Spanish preferred
- Knowledge of day-to-day operations and direct service
procedures for before school programs, after school programs, and
summer programs
- Demonstrated understanding of developmental ages and age
appropriate programming
- Ability to interact with various internal and external
stakeholders and give both informal and formal presentations on
programs and services
- Strong writing skills with ability to create training and
operational procedures based on contract requirements
- Ability to hold staff accountable for high-quality results
using data and evidence for decision making process
- Visual and auditory ability to respond to critical incidents
and the physical ability to act swiftly in an emergency
- Ability to write in a concise manner to clearly convey
information to audiences with varying levels of knowledge
- Demonstrated self-awareness skills with ability to adapt and
implement change management processes
- Ability to work and communicate effectively with diverse
populations of staff, families, and program participants
- Demonstrated ability to promote a culture of learning that
promotes continuous quality improvement, self development, and
sharing of best practices amongst team members
- Ability to lead and model behaviors and positive practices of
diversity, equity, and inclusion
- Strong customer service skills with ability to implement or
resolve operational feedback from program partners, students, and
families
- Ability to model YMCA Core Values in all aspects of position
responsibilitiesPRE-HIRE CONTINGENCIES:
- Completion of Child Abuse Prevention training prior to working
with program participants
- Licensing, state law and our funders require that applicants be
fingerprinted, prior to reporting to work, and include subsequent
arrest notifications
- Negative TB assessment or test results obtained within the past
60 days, prior to working on a school site, and every four (4)
years thereafter
- CPR/AED, and First Aid Certification, must include Adult and
Child/Infant, obtained within 30 days of hire, and must be from one
of the following certifying organizations: American Red Cross,
American Heart Association, American Safety & Health InstitutePay
